He should have a correct understanding and interpretation of abrogated and non-abrogated verses, as well as clear and ambiguous verses, along with knowledge of the reasons and places of revelation. Moreover,he should be familiar with the rules and principles of the Arabic language, which is the language of the Quran and Hadith, and have an interest in the poetry of Arab poets to aid in understanding the Arabic language.To comprehend the Quran and Hadith, he should be aware of various sources and issues. Additionally, he should possess the quality of justice and be knowledgeable about the customs and traditions of people from different regions. Furthermore, he should have the ability and skill to assess matters and conditions. Such a person is permitted to discuss religious rulings and issue fatwas regarding what is lawful and unlawful.
